Persons with disabilities are expected to be given preference in allotment of industrial housing units, sheds and plots in Delhi. A policy in this regard has come up with an immediate effect.

Delhi Government has adopted the policy for disposal of industrial plots, housing flats and built-up sheds for preferential allotment and concessions to persons with disability. All this is in accordance with the Persons with Disabilities (Equal opportunities, Protection of Right and Full Participation) Act, 1995.

The Government will give preference to people with disability whenever the Delhi State Industrial and Infrastructure Development Corporation undertakes allotment of industrial plots, housing units and sheds.

Persons with disability would now be able to secure such units and in gain some financial benefits through discounted pricing.

The eligible persons with disability will be entitled for preferential allotments with 1 per cent reservation in allotment of industrial plots, housing flats and built-up sheds and 5 per cent reservation in allotment of shops and kiosks. These would be given to them on the ground floor. There is also a provision of 5 per cent rebate in the cost of these units for persons with disability subject to a maximum of Rs.1 lakh.

The Delhi Government has also built safeguards into the scheme. To prevent any “misuse or speculation” the letter of allotment and lease deed or conveyance deed of such properties will specifically state that transfer of title or possession of the properties prior to 15 years from the delivery of possession to the allottee will automatically result in cancellation of the allotment.

In case if the allottee dies prior to the expiry of the stated period of 15 years, the legal heirs, on whom the property would devolve, too would be bound by the same condition.

The scheme has been approved by the Delhi Government and will come into force with immediate effect.
